Two years after the Tokyo Explosion, Hei — stripped of his Contractor powers and reduced to a dishevelled alcoholic — is hiding in Vladivostok under CIA surveillance. His world collides with Suou Pavlichenko, a thirteen-year-old Russian girl whose twin brother Shion was turned into a Contractor by a meteor fragment. When the FSB and a mysterious organization hunt Suou for the meteor core implanted in her body, Hei reluctantly becomes her protector. Their journey south toward Tokyo, joined by the amnesiac Doll July, unravels a conspiracy linking the origins of Hell's Gate, Heaven's Gate, and the Contractors themselves.
