At Hekiyo Academy the student council is filled almost entirely through a popularity vote, so Ken Sugisaki is the lone member who earned his seat by exam scores. Surrounded by the four girls who topped the ballot, he spends his time openly angling to build a harem while the council meetings drift into video-game talk, anime references, and rambling banter. Most episodes unfold in the single council room as Ken trades jabs with Kurimu, Mafuyu, Minatsu, and Chizuru and very little official business gets done.
