In Taishō-era Tokyo of 1923, vampires multiply as the artificial blood source Ascra spreads through the city, and the government answers with a covert unit called Code Zero. Yoshinobu Maeda, a human officer, leads a squad made up almost entirely of vampires, and his first case sends him after Misaki Nakajima, an actress turned vampire who has escaped confinement. Maeda races to recapture her before sunrise while the army weighs how to turn the undead into weapons of the state.
