Childhood friends Shuta Aoi, Ran Akagi, and Koki Suido, nicknamed RGB, reunite a year after a school fire that killed Koki's younger sister Asumi. On the artificial island of the 24th Ward in Tokyo Bay, they each receive a phone call from Asumi's voice that pushes them into split-second life-or-death choices. The calls force the three apart along different paths even as the ward itself faces decisions about how it will be governed.
