Lucy is a Diclonius, a horned mutant who can lash out with invisible telekinetic arms called vectors. After a violent escape from the seaside research facility that held her for experiments, a head wound splits her into a second, childlike personality called Nyu. Two cousins, Kouta and Yuka, take the helpless girl in near Kamakura, unaware that a Special Assault Team and rival Diclonius are hunting her down.
