In a mid-21st-century Japan where people carry cyberbrains and prosthetic bodies, Major Motoko Kusanagi leads Public Security Section 9, a covert unit that hunts cyberterrorists. Her team takes on the Puppeteer, a phantom hacker who hijacks people's minds to commit crimes by proxy. As Section 9 closes in, the case turns out to involve an artificial intelligence with a will of its own, pulling Kusanagi into questions about where her own consciousness ends and the machine begins.
