In an alternate Japan worn down by prolonged war and recession, prisons have closed and a Vengeance Act lets crime victims hire proxies to legally kill the criminals who wronged them. Hiroshi Kano, a mentally unstable former military assassin trained to manipulate an enemy's senses, takes contracts as one of these vengeance proxies. He shares a flat with his catatonic mother and his girlfriend while colleagues like Mizoguchi and the disillusioned newcomer Yamada work the same grim trade.
