Walking home one night, high schooler Rinka Urushiba is struck by a glowing fish swimming through the air, and she comes to after falling straight through the floor of her own apartment. She is far from alone: across Tokyo, those luminous fish have handed psychic powers to ordinary people, seemingly at random. Another esper, Kyoutarou Azuma, convinces her that what she should do with the ability is become a hero of justice, right as others start turning their new powers on the city.
