Chloe and her baby brother Locke were born inside a walled prison so large it is called a city, a warren of ramshackle buildings where dangerous criminals are left to rot. With their parents gone, Chloe raises Locke alone until a trio of soldiers breaks out and she goes with them, losing her brother in the escape. Years of training later she comes back through the wall, hardened and armed, looking for the eleven-year-old boy she left behind and a way to get him out.
