In a regimented future state, the government hunts down gifted children called Clovers, who can bend technology to their will and are ranked by how much power they hold. Sue is the only four-leaf Clover ever found, judged dangerous enough to topple the regime and kept in total isolation for it. When she is allowed one wish — to visit a place called Fairy Park — the ex-soldier Kazuhiko is ordered to escort her there, and the lonely girl latches onto the only company she has known.
