Black and White, two orphaned boys known together as the Cats, rule the rooftops and back alleys of Treasure Town by force. Streetwise and violent, Black looks after the childlike, gentle White as they hold their patch against the yakuza. When a corporate operator called Snake arrives to level Treasure Town and put a theme park in its place, the two fight to keep their home and each other.
