In the Twelve City, a Japanese town ruled by twelve clans named for the Chinese zodiac, Natsuho Nekogazaki arrives as the Hateful Cat, a dangerous youkai bent on killing Kyoichi Nekuni, head of the rat clan that legend says cheated her kind out of the zodiac. Kyoichi instead offers a bargain: he will bear her hatred if she spares the Nekuni family. Anxious around people and unsettled by who Kyoichi turns out to be, Natsuho finds her grudge harder to hold than she expected.
