In a city run by the megacorp Berühren after a war that filled the streets with cybernetically Extended humans, Juzo Inui works as a Resolver, cleaning up problems other Extended cause. His own head is a giant working revolver he cannot fire himself. When a rogue Extended bursts into his office carrying an unconscious boy named Tetsuro and begging for protection, Juzo takes the job and is pulled into a conflict reaching back to Berühren itself.
