Ten years after a meteorite struck, the walled town of Shinkatsushika holds everyone the impact changed: Rams Carriers, whose superhuman abilities keep them alive only near the dust shed by a giant crystal, and who are forbidden to leave. High schooler Araki, his younger sister Stella, and his childhood friend Olga pass the time as team Polis Hopper in a turf-claiming game played with Rams. Everything shifts when Professor Yuda, a Rams researcher, asks them to join an experiment.
