Synopsis
Following the events of Ghost in the Shell: Arise, Public Security Section 9 investigates a ghost-hacking virus called Fire-Starter after it triggers the assassination of Japan's Prime Minister. Major Motoko Kusanagi and her team, aided by the Prime Minister's son Osamu Fujimoto, untangle a hostage crisis that turns out to be cover for something bigger once Kusanagi's former superior Kurutsu is killed in the fallout. As the virus's creators surface with ties to the criminal underworld, Section 9 races to trace Fire-Starter back to its source. This film closes out plot threads left open by the Arise OVA series.
