Two teenagers known only as Nine and Twelve, survivors of a secret government experiment called the Rising Peace Academy, steal a prototype nuclear device and post a video threatening to destroy Tokyo unless their riddles are solved. Calling themselves Sphinx, they draw detective Shibazaki — a demoted ace investigator reassigned to the records division — into a cat-and-mouse pursuit across the city, while a bullied classmate named Lisa Mishima gets caught up in their operation.
