During public exercises involving an Aegis destroyer in Maizuru Bay, a suspicious foreign vessel is spotted nearby, and a crew member soon discovers a lieutenant's severed arm aboard ship. Conan Edogawa, there with Kogoro and Ran Mouri, quickly suspects the incident is tied to a spy operating under Self-Defense Force cover and hunting classified information from the exercises. SDF officer Nanami Fujii becomes central to the investigation as Conan works with the maritime police to expose the spy before national secrets slip out to sea.
