Inferno, a syndicate running mafia assassinations across America, keeps its deadliest weapon in a girl called Ein, raised into the role with no memory of any other life. When a young man happens to witness one of her kills, Inferno takes him instead of killing him, wipes him clean and rebuilds him as Zwei, with Ein assigned to train him. This manga retells the Phantom of Inferno story as its own version of the two assassins' search for identities the organization would rather they never recover.
