Synopsis
Arata Shindou and Kei Mikhail Ignatov, freshly assigned as inspectors to the Public Safety Bureau, have to weigh how far they can trust a system that judges guilt before a crime happens: the Psycho-Pass reading the Sibyl System takes of every citizen. This novelization follows the same investigative arc as the Psycho-Pass 3 anime, tracking the two through cases shaped by anti-immigrant unrest and Sibyl's political entanglements, until each has to choose between working inside that system and overturning it.
