Picking up right after the TV series' second episode, this film has Kotetsu Kaburagi try to get his new partner Barnaby Brooks Jr. to bond with Stern Bild's other heroes, only for their rivalry on Hero TV to get in the way. When a thief named Robin Baxter steals a statue honoring the city's heroes, Kotetsu and Barnaby are called in to chase him down together. The film recaps the anime's opening episodes but weaves in enough new material, including Robin Baxter's heist, that it plays as an expanded retelling rather than a straight compilation.
