At Hekiyou Academy, student council seats go to whoever wins the school's annual popularity contest, which leaves the council stacked with the most popular girls in school. Ken Sugisaki is the exception: he crammed his way to the top exam score in his year and claimed the one seat awarded on grades, making him the only boy in the room. Rather than sit quietly, Ken spends his afternoons scheming to boss the council around instead of the other way around, and the manga plays that mismatch for comedy.
