Synopsis
Hekiyou Academy fills its student council by popularity vote, which is why every seat but one belongs to the school's most popular girls. Ken Sugisaki got in through a loophole instead, cramming his way to the top of the year-end exams to claim the seat reserved for the school's best student, and he now spends his term surrounded by the girls he was desperate to get to know. Told largely through the council's own meeting minutes, the series leans into parody of other popular anime and manga.
