In a parallel postwar Japan overrun by armed leftist guerrillas known as the Sects, the government forms Kerberos, an elite armored police unit modeled on Nazi-era military gear, to crush the uprising by force. When Kerberos officer Kouichi Todome and his comrades Midori Washio and Souichirou Toribe prove too effective and too brutal, the government moves to disband them, and the unit must decide whether to accept dissolution or turn its weapons on the state that built it.
