In the newly created Shiniki district, an experimental self-governing city west of Tokyo, public prosecutor Zen Seizaki investigates a drug company's falsified clinical trial data, and the anesthesiologist at the center of the paperwork, Shin Inaba, turns up dead. The trail leads toward Shiniki's mayoral race and a mysterious woman, Ai Magase, whose voice appears able to talk people into ending their own lives. Zen, a family man balancing the case with his wife Hitomi and son Asuma, is pulled into a conspiracy far larger than the one he set out to investigate.
