Fifty years after World War III leaves a crater where Tokyo once stood, the contaminated ruins known as a Blackspot become home to survivors who develop strange abilities called Fragments, and a fearful outside world brands them "Needless." Cruz Schild grows up there after his older sister Aruka is killed in an attack, hiding a Fragment of his own while the district's rulers hunt down anyone who resists them. What starts as Cruz's fight to survive becomes a wider clash between the Blackspot's outcasts and the forces trying to control it.
