Raoh, Toki, and Kenshiro were raised together in Hokuto Shinken, and where Kenshiro became its designated heir and Toki turned the technique toward healing, Raoh chose to use his strength to force peace onto the world by conquest. This film tracks Raoh's campaign and his bond with Reina, a cavalry general who falls for him, while Kenshiro, alongside Lynn and Bart, moves to stop a warlord enslaving children to build a monument. It opens the five-film Shin Kyuuseishu Densetsu series and sets up the rivalry the later films build on.
