Kiri Haimura's only real interest is cutting hair, an obsession that turns dangerous when he meets Iwai Mushanokouji, the so-called Hair Queen, whose hair no ordinary blade can cut, except for Kiri's inherited scissors, the Severing Crime Edge. Once he realizes his shears once belonged to the serial killer Norma Grayland, Kiri finds himself drawn into a decades-old murder game, protecting Iwai from other "Killing Goods" owners who each want her dead to have their own wish granted.
