In a Tokyo run by the Sibyl System, Criminal Investigation Department Inspectors Arata Shindou and Kei Mikhail Ignatov of Unit One find their partnership fraying over what justice is worth. Kouichi Azusawa then walks into the Public Safety Bureau's Nona Tower, hacks its systems, releases the latent criminals held there, takes the staff hostage and demands the resignation of Tokyo's governor. Cut off from each other inside the building, the two inspectors and their enforcers have to take the tower back. This novel retells the animated sequel that closes out Psycho-Pass 3.
