Wandering the war-torn Tibet-Himalaya region after leaving Japan, former Enforcer Shinya Kougami rescues a refugee convoy from an ambush and meets Tenzing Wangchuck, a half-Japanese girl whose parents were killed by a warlord's men. When Tenzing begs him to teach her how to fight so she can take her revenge, Kougami reluctantly agrees, just as Ministry of Foreign Affairs official Frederica Hanashiro arrives from Japan searching for Japanese citizens stranded abroad whose hue is clear enough to let them return home.
