An emergency recall interrupts Iku Kasahara and Atsushi Doujou's date when a terrorist bombing at a nuclear facility gives Japan's Media Betterment Committee grounds to expand its censorship powers. The Library Defense Force assigns Kasahara and Doujou to protect novelist Kurato Touma, whose latest book echoes the bombers' own rhetoric closely enough to make him a target. As the Library Task Force navigates the growing political standoff with the Committee, journalist Maki Orikuchi's request for their protection strains loyalties on both sides. This film adapts the final volume of the Library War light novels and follows the earlier Library Wars film and TV series.
