Arata Miyako, a new hire at the Shinjuku Ward Office, is assigned to its little-known Nocturnal Community Relations Division, one such department in each of Tokyo's 23 wards, created to manage disputes involving the supernatural. Miyako's unusual ability to understand non-human speech becomes essential when a spirit at Shinjuku Gyoen park calls him by the name of Abe no Seimei, the legendary Heian-era exorcist, hinting at a connection Miyako doesn't yet understand. The manga follows his cases handling Tokyo's hidden population of yokai and spirits.
