Synopsis
Punishing carbon taxes have wrecked the world economy, and when an earthquake paralyzes Tokyo the government answers with the Atlas Plan: a vast layered sky-city with room for only a fraction of the survivors. Everyone else is left on the ground, now swallowed by an engineered jungle that grew far past what its planners intended. Kuniko Houjou, raised to lead the anti-government group Metal-Age, fights from that jungle against the authorities who wrote off the people below. This manga adapts the original light novel of the same name.
