Hibari Asada moves into the Nakahara housing estate, known locally as the Ghost Projects, in Toaru City's Utsusemi District, still grieving his mother's death and isolated from everyone around him. A chance meeting with fellow resident Sanzou Kobayashi pulls him out of that isolation and toward something rougher and more consuming than the quiet life he'd resigned himself to. Billed as a direct sequel to Crows and Worst, the manga follows Hibari and Sanzou as Toaru City's delinquent world starts to close in around them.
