A century after nuclear war, plague, misrule and famine broke the country apart, Japan has fractured into three rival states: Yamato, Buo and Seii. Aoteru Misumi, a low-ranking official from the Yamato countryside, sets out to reunite them, carrying the wish for peace his executed wife left behind. He has no army and little standing, only a head full of history and strategy and a talent for talking people around, and the story follows the first steps of a career later remembered as that of a tactical genius.
