In 1910s Japan, Kodou Iwamoto is a third-year student and school secretary at Seihou Middle School, a school the army runs to collect and study the supernatural. His job is to travel the country after strange phenomena and hand a letter of recommendation to anyone he finds with a real power. In a village where black snow is said to fall, he meets a boy whose ability to erase painful memories is quietly killing him, and offers him a place at the school.
