Kuroko Koumori killed several hundred people and was sentenced to death, then had the sentence set aside on one condition: she works for the Tokyo Metropolitan Police as a state-sanctioned executioner, and her assignments are other murderers. Hinako Tozakura, the rookie posted as her driver, keeps the car moving and the paperwork straight while Kuroko does the killing. The pair operate under a legal license almost nobody else in Japan holds, and Kuroko treats it as the best job she could have asked for.
