Animal traits called Anima have started surfacing in people, and with them a category of crime the ordinary police cannot work. The Anima Control Center exists to close those cases, and Kokone Otowa is one of its investigators: her own Anima lets her read what is going through someone's head. Her partner Tsubasa Makise is the head she keeps dipping into without a case to justify it, which is a habit she has explained to nobody, least of all him.
