Kenji Kazama, the self-styled toughest delinquent at Fujou High, stumbles into the Game Creation Club (Provisional) and gets strong-armed into joining by its president Roka Shibasaki and her three eccentric members, Chitose, Sakura, and Minami, each claiming an elemental affinity. Tama Sakai, who runs the school's official Game Creation Club, wants the provisional one dissolved, and the feud drags Kazama deeper into absurd club politics he never asked for.
