Mina Tepes, the centuries-old queen of the vampires, goes on Japanese television to reveal that her people exist and to announce the Bund, a sovereign vampire enclave she has bought off the coast of Tokyo by paying down Japan's national debt. Her bodyguard is Akira Kaburagi, a teenage classmate from a werewolf clan sworn to her family, whose memory of that oath has been wiped. Humans riot, rival vampire factions move against her, and Akira is asked to remember who he really is.
