Nai, a naive boy searching for a man named Karoku, and Gareki, a thief who robs the wealthy, cross paths and are drawn into trouble after Gareki finds an unusual bracelet on Nai. The bracelet marks them as wanted by Circus, a powerful national defense agency that hunts criminals and the human-experiment organization Kafka. Taken aboard a Circus ship, Nai and Gareki travel with its agents while Nai keeps searching for Karoku.
