Synopsis
The Kingdom of Dowa is split into thirteen self-governing states overseen by a vast civilian agency called ACCA. Jean Otus, the cigarette-loving second-in-command of ACCA's audit division, travels among all thirteen territories on routine inspections just as rumors of a coup d'etat spread. Because his job grants him access everywhere, both the plotters and those hunting them come to see Jean as the rumored go-between, leaving him watched from every side.
