After rising seas and a war with the Fleet of Mist left humanity blockaded from its own oceans, naval cadet Gunzou Chihaya commands the I-401, a defected Fog submarine whose Mental Model takes the form of a girl named Iona. Backed by a faction of the Japanese government, Gunzou and his small crew run the blockade to carry a prototype vibration warhead to the United States, the first weapon that might let humanity fight the Fog on equal terms.
