In an alternate 1960s Japan where superhumans, aliens, ghosts and magical girls live in the open, the government's Superhuman Bureau keeps a file on every one of them and quietly removes the ones it rules dangerous. Jirou Hitoyoshi joins believing the Bureau exists to protect them, and the first person he recruits is Kikko Hoshino, a witch working part-time at a coffee shop. The episodes cut between those early years and a later Jirou the Bureau is hunting as a renegade.
