Carbon taxes and runaway warming have left Tokyo a sweltering jungle, with the privileged sealed inside the tower-city Atlas while everyone else scrapes by below. Kuniko Hojo, freshly released from a reformatory, is pushed to lead the guerrilla group Metal Age in the settlement of Duomo, a role she never asked for. As she takes up the boomerang and the fight, she learns that the rulers of Atlas mean to keep the masses locked outside the tower by force.
