Synopsis
Inspector Mika Shimotsuki investigates when a runaway car crashes into the Public Safety Bureau, driven by a terrified woman barely able to speak. She is Izumi Yasaka, a counselor at the Sanctuary, an isolation facility in Aomori for people with dangerously high Crime Coefficients. Shimotsuki and Enforcers Nobuchika Ginoza and Yayoi Kunizuka escort Yasaka back north to investigate, and what looks like a rehabilitation paradise turns out to hide a darker system underneath. This manga adapts the first Sinners of the System film.
