Ken Sugisaki's third year at Hekiyou Academy starts with the council seats around him filled by people he does not know, the members he served with having graduated. The new appointees did not want the posts and have no interest in becoming a unit, so the vice president works them one conversation at a time until he understands how each of them ended up in that room. These two volumes are an epilogue to the Seitokai no Ichizon novels, and they keep the format: almost nothing but talk inside the council room.
