Ryo Saeba hasn't made it to the grand opening of a new Tokyo Bay resort run by one of the world's most powerful supercomputers, but Kaori and Miki have, and they end up hostages along with every other guest. The attackers serve General Gilliam, a drug-lord dictator ousted from his country by American military intervention, whose daughter Luna, a computer specialist, is ready to turn the hotel's system into a weapon against the United States. Ryo and Umibozu have to free the hostages and stop the strike. This short theatrical feature first screened on a double bill with City Hunter: Million Dollar Conspiracy.
