Noel Niihashi and Ninny Spangcole are witches employed by Wing Bind, the agency that protects and manages the dragons of Reverse London, the hidden city behind ordinary London that serves as Soul Society's western branch. Their work is keeping the dragons that share the streets in order and putting down the ones that turn on the city. One of their cases centers on Balgo Parks, a hapless human whose newfound knack for attracting dragons marks him for elimination by Wing Bind's own leadership.
