Noel Niihashi and Ninny Spangcole are witches employed by Wing Bind, the agency that polices the dragons of Reverse London, a hidden western district of Soul Society overlaid on the ordinary city. Their work is managing the dragons that share the streets and putting down the Dark Dragons that form when those creatures soak up human malice. The serialization follows the pair on the job, with one of their cases centering on Balgo Parks, a hapless human whose newfound knack for attracting dragons marks him for elimination.
