In modern Italy, a government front called the Social Welfare Agency takes in young girls who have been orphaned or left for dead, rebuilds their broken bodies with cybernetics, and conditions them into assassins. Each girl is paired with an adult male handler to form a unit known as a fratello. Henrietta, who survived the slaughter of her family, becomes one of the Agency's deadliest operatives, her memories erased as she carries out the state's covert killings alongside her handler.
