After Yumeko Jabami's gambling streak destabilizes the student council at Hyakkaou Private Academy, the council president dissolves the body and announces an election — to be decided through gambling. During a thirty-day period, candidates earn vote chips through wagers, and the student with the most chips becomes president. Yumeko enters not to win the seat but to gamble against every competitor who wants it, while the Momobami clan, a family of transfer students with ties to the academy's founding, arrives to claim the position for themselves.
